What is New Generation Navy?

New Generation Navy (NGN) is Navy’s philosophy for culture change and development of its future leaders.

The program was established in April 2009 under a Chief of Navy (CN) Directive in order to address the Cultural, Leadership and Structural changes required for Navy to meet the challenges of delivering future capability. NGN is a five year program (2009-14) and has primarily a focus on Navy people.

NGN represents the energy and commitment Navy’s people have provided to the future of Navy in response to significant and compelling drivers for change. Navy is starting to see a change in its culture, but true and sustained cultural change takes time and there remains a significant amount of effort required if these changes are to be enduring.

Navy’s Signature Behaviours were an early outcome of NGN, and were based heavily on the existing Navy Values of Honour, Honesty, Courage, Integrity and Loyalty. These behaviours have been agreed and endorsed by Navy people, and the continual focus of training and educational programs delivered through Navy’s divisional system to all ranks. These behaviours are a guide to getting to Navy’s preferred culture, and demonstrate attention to People, Performance and Professionalism.

Projects under NGN include changes to the way our leaders are trained, with a focus on what makes an effective, inclusive and ethical leader, and based on the Navy Values. For information our leadership courses, please visit our Leadership and Ethics page.

The intent for the NGN program in 2011 is to not only continue to deliver results, but to demonstrate how the program is improving the Navy at all levels – and these are not just ‘NGN’; but Navy’s achievements.

Another focus is to ensure that all personnel get on board and stay engaged with NGN. This is the crucial point where change can only be effected by those in the service. It is only with the help of our people, and how they manage their staff, that Navy will remain on course for our desired culture.
