Defence Enterprise Collective Agreement (DECA) 2009

In October 2009, the Defence Enterprise Collective Agreement (DeCA) 2009 was certified by the Australian Industrial Relations Commission. The DECA covers conditions of service for all civilian employees below Senior Executive Service (SES) classification. The complete document can viewed at http://www.defence.gov.au/publications.cfm.

Salary

All program participants are employed at the Professional Officer (PO) 1 level (APS Level 4-5) with a starting salary in accordance with the DeCA 2009.

Leave

Defence is committed to assisting its employees to balance their work and lives through the provision of flexible working arrangements and conditions. By providing such an environment Defence aims to increase the productivity of employees in the working environment and maximise participation in the workforce.

Some basic leave types available to Defence employees are:

  • 4 weeks Annual Leave per annum and the option to purchase additional leave days up to a maximum of 4 weeks
  • 3 weeks of Personal Leave for Injury, Illness or Caring purposes.
  • Christmas 'stand-down' runs from Christmas Day until the designated New Year's Day public holiday, inclusive. 'Stand-down' is at full pay and no paid leave approval is required.
  • Flexible working hours with a maximum credit of 37 hours 30 minutes (5 days).

Training, Education and Career Development

The Defence Business Skilling Framework is intended to define the skills, competencies and training required for specific job function in both the Physical Science and Engineering, and Human Science and Administration work streams. This may include mandated requirements for essential competencies, training or qualifications.

Studybank

Defence is committed to the ongoing development and professionalisation of employees. Employees are encouraged to participate in training and development activities. Additionally, approval may be given for an employee to undertake a course of study that may also include paid or unpaid leave, and financial assistance in accordance with the Studybank policy.
