Navy's little black book is proving a sure-fire winner in the accreditation and qualification stakes for all sailors and officers, with approximately 150 qualifications and statement of attainments per day being issued by the Record of Training and Employment (RTE) cell within Navy Personnel and Training Centre - Canberra (NPTC-C).

The RAN is a Recognised Training Organisation (RTO), this means that all of Navy's qualifications are issued under the Australian Qualifications Framework (AQF) and are recognised Australia wide by any other RTO.
What is a qualification?
A qualification is a formal certification, which recognises that a person has the knowledge and skills to perform at a certain standard or level. In most cases individuals receive training at various stages of their naval careers; this enables them to advance from a basic certificate II, sometimes all the way up to a Diploma.
How do qualifications fit into the national system?
One of the questions often asked of our office is 'how does my level of qualification/certificate compare or 'fit' into the rest of Australia's education system?' The table below shows how each level of qualification fits into Australia's education system.

This 'little black book' has been compiled for about the past 10 years and is known as the Record of Training and Employment.
These books can provide a member with many great benefits as they progress through their levels of qualification and accreditations using training that has been provided to them while in the RAN.
Personnel receive a final RTE book on discharge but members can also ask for their qualifications at any time during their career and NPTC-C will send out certified true copies of any qualifications they have attained up to that date.
Many personnel ask for these when they are applying for jobs outside Defence, so if they are looking to leave the Navy they can use them for employment applications.
Often personnel are looking to further their studies through the TAFE and university systems and can use these qualifications for advanced standing in a variety of courses.
Occasionally Navy training might not align with the full qualification that personnel might be seeking but they can often obtain a statement of attainment towards a qualification in a subject and present this to any other RTO to undertake 'top-up training'.
For example, Navy medical training almost qualifies personnel for a Paramedic's Diploma. A member can request their statement of attainment from NPTC-C and then proceed to an RTO that provides the missing competencies for the 'top-up training'. Once they have completed this training the member provides NPTC-C proof of completion that will then allow Navy to issue the full qualification.
