End of year message by CDRE Ransford Elsey

December 2005 caps off a very productive year for the Naval Reserve, and a year that has witnessed significant change.

In March, the inaugural Senior Leadership Forum was conducted under the auspices of the NR Professional Studies Program. It proved a highly successful event with speakers from Navy, business and commerce examining leadership trends.

In July, VADM Shalders was appointed CN and he made it clear that the Sea Change initiative was a high priority. During the Navy Symposium in October, CN stated that his priorities for Navy are:

  1. Conduct of maritime operations
  2. Leading our people and managing our resources
  3. Develop the Navy of the future
  4. Provide effective corporate governance

Asked if there was any likely impediment or risk to Navy achieving these objectives, CN noted 'people' and 'reputation', and charged each member of the RAN with the responsibility to manage effectively both, with energy and integrity. The Naval Reserve has a role to play in each of CN's priorities.

The office of DGRES-N liaises regularly with the offices of Directors-General Navy Capability, Performance and Plans, and Navy Personnel and Training. CDRE Tripovich posted out on promotion to RADM after a successful period as DGNPT, particularly from a NR point of view, and was succeeded by CDRE Coates. CDRE Du Toit will hand over the role of DGNCPP in December after presenting a NR Capability Plan for the future.

CDRE de Laat completed his watch as DGRES-N on September 30 after a record number of years in the job and has positioned the NR to make the next significant step in quantifying capability.

Over the coming months you will hear of developments in NR capability and the opportunities provided to NR members to serve.

This edition of SeaTalk is the last for 2005 and I take this opportunity to thank those NR members who have served in the RAN this year, their families and their employers.
