SEA CHANGE & SCIMARS!
What is the Sea Change program?

Sea Change was launched by Chief of Navy (CN) in September 2004, and is a Navy-wide program to transform the way that Navy manages its people. For more information on the program and what's in it for you check out the Sea Change website.

What is SCIMARS?

The Sea Change Implementation Management & Reporting System (SCIMARS) is a web-enabled database which provides Navy-wide visibility of Sea Change activities. SCIMARS has two primary functionalities:

• SCIMARS is the tool for managing and reporting the progress of action items / initiatives that comprise the Sea Change Program. Action Item Managers are asked to provide routine / ‘by exception’ reporting to maintain the currency of progress status.

• SCIMARS also provides the opportunity for Navy folk and family to ask questions, provide comments, concerns and ideas and most importantly, make a contribution. It has proven to be a useful feedback mechanism for both Sea Change Action Items and issues affecting our people in general.

SCIMARS is accessible via links within the DRN (Intranet) and the Internet (www.navy.gov.au/npo/)

COURT MOUNTING AT COMMONWEALTH EXPENSE
From 03 Aug 07, the costs associated with court mounting
original standard and miniature size medals will be met at
Commonwealth expense for all permanent and active naval reserve personnel, where the services of ADF JLG contract clothing stores are used.

To assist with providing personnel with the latest information of the new Defence Home Ownership Assisitance Scheme (DHOAS) the SCIT has provided a link to the Defence Personnel Executive, Pay and Conditions website. [Please note the timeframe for the DHOAS, which will not become operational until 1 July 2008.]

RRIS PHASE 2# - BUDGET ANNOUNCEMENTS BRING GOOD NEWS FOR ADF / NAVY!
The second phase of Recruitment and Retention Initiatives were announced when the Treasurer handed down the Budget 07/08 on the evening of 08 May 07.

Included in the $2.1BN package are the following key people initiatives:
* the long awaited revisions to the Defence Home Ownership Scheme
* the Sea Change Workforce Renewal Project 9 - Ships' Services Organisation (particularly when alongside in homeport)
* pay structure reform to reflect contemporary remuneration systems based on qualifications
* marketing and branding the ADF as 'a preferred employer'
* Submarine Deployment Allowance when on operational deployments
* a new Defence Apprenticeship scheme
* an enhanced Defence Force Cadets scheme
* developing recruiting entry standards that reflect community expectations
* the creation of a transition and career advice function within DFR
* furthering the professional development of Defence Medical Officers

FEDERAL BUDGET

The RRIS Budget Brief posted in the Library Notices outlines the retention and recruiting initiatives that impact on our people. The CN signal on the announcements as they affect Navy is also posted in the Library Notices.

SCIT has already begun to receive a number of feedback items requesting clarification of the announced initiatives and seeking answers to particular eligibilities, provisions, etc. Unfortunately, this level of detail is not yet available until the business rules and implementation requirements for each initiative are finalised. Please be patient.

As the CN signal directs "Full details for all personnel initiatives will be provided in the coming weeks in Navy News and on the Navy website (www.navy.gov.au)." Keep a weather eye on SCIMARS too for further details as they come to hand.
