The ADF Total Workforce Model

On 1 July 2016, Navy, Army and Air Force will begin the transition to implementation of the ADF Total Workforce Model (TWM).

The ADF TWM features a new structure of Service Categories (SERCATs) and Service Options (SERVOPs) in which people serve. The model strengthens the opportunities for longer-term ADF careers by providing flexible ways to serve, that best meet the needs of both Defence and the member.

What are Service Categories (SERCATs)?

Service categories (SERCATs) group members according to their approved availability to serve. These new categories replace those currently in use.

Types of Service Categories

SERCAT 1 – Defence Civilians

Defence APS employees who are force assigned.

SERCAT 2 – Reserve

Reserve members who do not render service and have no service obligation. They are liable for call out.

SERCAT 3 – Reserve

Reserve members who are available for voluntary service, or are rendering service, with the level of service obligation applied at the Service’s discretion. They are liable for call out.

SERCAT 4 – Reserve

Reserve members who are available for voluntary service to provide capability at short notice, with the level and pattern of service obligation applied at the Service’s discretion. They are liable for call out and available to be ‘called for’.

SERCAT 5 – Reserve

Reserve members who agree to a specified pattern of service within or across financial years. The level of service obligation applied at the Service’s discretion.

SERCAT 6 – Permanent/Regular

Permanent/Regular members rendering flexible service, who are subject to the same service obligations as SERCAT 7 members. Transfer to SERCAT 6 is subject to approval and is dependent on the unit’s capability requirements.

SERCAT 7 – Permanent/Regular

Permanent/Regular members rendering full-time service.

 

What are Service Options (SERVOPs)?

Service Options (SERVOPs) are ways members from a variety of SERCATs may be approved to serve. Service Options relate to specific SERCATs and are not applied independently of any SERCAT. They are applied additional to a member’s SERCAT.

SERVOP C – Continuous Full Time Service

This service option applies to Reserve members from SERCAT 3, 4 or 5 who are approved to provide Continuous Full-Time Service. SERVOP C is available to Reserve members at the Service’s discretion.

SERVOP D – Dual Employment

This service option applies to Permanent/Regular members in SERCAT 6 or Reserve members in SERCAT 5. These members render service in Defence and (alternately) work for a civilian employer under a formal shared ‘dual employment’ arrangement.
